Open Question: Why do commercials have brief suggestive blips of something as taboo as would tease people with fetishes?
 

For example I saw one today where for half a split second they had a girl with really pretty feet and toes wiggling them in front of the camera. Although I myself am not into feet, I knew this would get anyone who is. Why do commercials have short blips of such suggestive things?
