Open Question: What should I have done?
 

I was in the library with my barefeet propped up on a chair. I soon noticed a guy, with his hand in his pocket, clearly masturbating. I know that people have foot fetishes, but this is getting a bit out of hand. Should I have reported him to the librarian or security?
