Default Open Question: Can someone take photos of me without my permission?

Me and some other women noticed that one of our co-workers has done strange things with his cell phone such as moving the phone at different angles and acting like he was talking on the phone. He seemed to be do this more often if we were wearing shorts, sandals, and especially if we removed our shoes walking around barefoot. A male friend of ours indicated that this employee has been taking photos of our legs and feet and that he has several photos of our legs and feet. He said this co-worker has a serious foot fetish. Can he legally take photos of our legs and feet without our permission and even have a collection of photos of us? A lot of these photos would be considered public areas such as when walking in the halls or parking lot but some are from our own cubicle from what this guy told us. We suspected something was up but didn't realize he was taking photos of us and if we knew we would not approve of him taking photos of us even if it was only our legs and feet.
