I think it takes place in New York City. The movie in an independent film, very low budget. It's about a guy with a foot fetish, works at a shoe store, and was in love with this girl who went to her home country of Ireland after leaving him. He appears to use a home video camera to record a movie about his relationship with his ex-girlfriend, breaking the fourth wall constantly to explain aspects of it so whoever watches the tape can help him find her. I thought it was a good movie but I forgot the title.
